CSA Releases Guidance and Self-Assessment Tool to Help Organisations Prepare for Quantum-Safe Migration
Quantum computing promises transformative breakthroughs across industries, from logistics and pharmaceuticals to finance. However, it also introduces the "quantum threat". Sufficiently powerful quantum computers will be able to break the cryptographic systems that secure our online transactions, communications, and critical services – from online banking and cloud applications to government platforms and critical services. The consequences of inaction would be severe.
The timeline for the quantum threat remains uncertain, but organisations — particularly Critical Information Infrastructure (CII) owners and government agencies — must begin preparation for migration now. Quantum-safe migration is a complex, multi-year endeavour. Early planning will make an orderly, cost-effective transition possible.
CSA, GovTech, and IMDA have jointly developed two tools to support organisations in this journey. Both tools were developed in consultation with industry experts, technology companies, cybersecurity consultancies, and professional associations. Following a public consultation, both tools have now been updated to incorporate stakeholder feedback and reflect the latest developments in quantum-safe cryptography standards, and will continue to be revised as the field evolves.
Quantum-Safe Migration Handbook: The Handbook provides practical guidance on what is at stake, where to focus, and how to build readiness step by step. It includes a list of no-regrets moves as immediate first steps, guidance on identifying your organisation's crown jewels based on system type, updated recommendations on quantum-safe algorithms, and Singapore's latest requirements for CII owners. Quantum Readiness Index (QRI): A self-assessment questionnaire that complements the Quantum-Safe Migration Handbook. The QRI helps organisations understand their current level of readiness and enables system owners and security practitioners to prioritise action areas for quantum-safe migration. Each domain includes a "no-regrets" objective as a practical starting point, aligned with the no-regrets moves in the Handbook. The QRI also facilitates conversations with senior management and decision-makers on the state of readiness, and can be used to seek buy-in on recommended steps to strengthen quantum-safe posture. Using the Quantum Readiness Index and Quantum-Safe Migration Handbook
Organisations can conduct a self-assessment using the QRI, answering questions across five domains to determine their current readiness levels. Organisations can then review the resulting recommendations and identify gaps that require attention.
In developing and implementing action plans, organisations can reference the Handbook for detailed guidance and practical considerations.
Organisations should review and update their plans regularly, reflecting both internal progress and developments in the field. Periodic use of the QRI helps track improvements and ensures readiness keeps pace with a changing environment.
