Singapore Strengthens Partnership with the United States

CSA and the U.S. DHS signed a five-year MOU to strengthen cybersecurity. The deal covers CERT-CERT info exchanges, joint exercises, and critical infrastructure protection to ensure a resilient cyberspace during PM Lee’s official U.S. visit.

1           The United States and Singapore today signed a cybersecurity Memorandum of Understanding (MOU) to formalise their commitment to work together in building a secure and resilient cyberspace through cybersecurity cooperation.

2           The MOU was signed by David Koh, Chief Executive, Cyber Security Agency of Singapore (CSA), and Suzanne Spaulding, Under Secretary for the National Protection and Programs Directorate (NPPD) at the Department of Homeland Security (DHS). The signing ceremony took place at Blair House.

3           The agreement covers cooperation in key areas including regular CERT-CERT information exchanges and sharing of best practices, coordination in cyber incident response and sharing of best practices on Critical Information Infrastructure protection, cybersecurity trends and practices. The parties also commit to conduct joint cybersecurity exercises and collaborate on regional cyber capacity building and cybersecurity awareness building activities. This MOU signing between CSA and DHS was one of the key deliverables in Prime Minister Lee Hsien Loong’s official visit to the U.S. The MOU signing was witnessed by His Excellency Kirk Wager, the U.S. Ambassador to Singapore and His Excellency Ashok Kumar Mirpuri, Singapore’s Ambassador to the U.S.

4           This is the fifth bilateral MOU entered into by CSA, following MOUs signed with France, UK, India and the Netherlands. The MOU will last for an initial period of five years.

"Singapore and the U.S. share long-standing warm bilateral relations, with a shared vision to ensure international peace through cooperating in areas which are key for global stability. Considering the interdependence in cyberspace between Singapore and the U.S., the borderless nature of transboundary cyber-attacks would have a significant impact on both countries’ critical information infrastructures. This MOU will pave the way towards a secure and resilient cyber space, and we look forward to working together with the US to strengthen cyber security cooperation between our countries."
