Singapore and the United States Sign Declaration of Intent on Cybersecurity Technical Assistance Programme

Singapore and the US signed a DOI to launch a joint Cybersecurity Technical Assistance Programme for ASEAN. The initiative will deliver three annual training workshops to enhance regional capacity and involve key industry partners.

Ms Stephanie Syptak-Ramnath, Chargé d'Affaires, ad interim, United States Embassy in Singapore, and Mr David Koh, Chief Executive, Cyber Security Agency of Singapore, signed the Declaration of Intent to collaborate on a Singapore-US Cybersecurity Technical Assistance Programme.

1              Singapore and the United States signed a Declaration of Intent (DOI) to collaborate on a Singapore-US Cybersecurity Technical Assistance Programme for ASEAN Member States, further strengthening partnerships in regional cybersecurity capacity building. This comes as part of Vice President Mike Pence’s visit to Singapore, in conjunction with the 33rd ASEAN Summit and Related Summits as Guest of the Chair.

2              The DOI between the Cyber Security Agency of Singapore (CSA) and the US Department of State was signed by Mr David Koh, Chief Executive, CSA and Ms Stephanie Syptak-Ramnath, Chargé d'Affaires, ad interim, United States Embassy in Singapore.

3              The Singapore-US Cybersecurity Technical Assistance Programme for ASEAN member states encapsulates elements of Singapore’s ASEAN Cyber Capacity Programme (ACCP) and the US’ Digital Connectivity and Cybersecurity Partnership initiative. The Programme will extend the work of the annual Singapore-US Third Country Training Programme Workshop on Cybersecurity. It aims to deliver three cybersecurity training workshops on various aspects of technical cybersecurity capacity building annually, with the involvement of key industry partners. The training workshops will take place in Singapore as well as selected regional venues, in partnership with interested ASEAN partners.

4              The programme builds on the strong ongoing collaboration under the Memorandum of Understanding on Cybersecurity Cooperation between Singapore and the US, signed in August 2016.

This new partnership, which will see the active involvement of key local and international cyber industry players, will help to enrich the programme content and strengthen regional cybersecurity capacity.
